一、構建“三級書記抓質量”工作體系,夯實質量品牌建設根基

二、實施“五類清單”精準管理,破解質量品牌建設痛點堵點

全域排查(cha)找準(zhun)問題癥結。建(jian)立質(zhi)(zhi)(zhi)量(liang)排查(cha)工(gong)作機(ji)制,組(zu)織(zhi)(zhi)領導(dao)(dao)干(gan)部(bu)(bu)、技(ji)術(shu)骨(gu)干(gan)、基層員(yuan)工(gong)共同參與(yu),實現(xian)(xian)質(zhi)(zhi)(zhi)量(liang)排查(cha)縱向到(dao)底、橫向到(dao)邊。組(zu)建(jian)由領導(dao)(dao)班子帶(dai)(dai)隊的4個專(zhuan)(zhuan)(zhuan)項(xiang)工(gong)作組(zu),帶(dai)(dai)領20余名(ming)專(zhuan)(zhuan)(zhuan)家深入(ru)煤電、核電、水(shui)(shui)電及海外(wai)項(xiang)目(mu)現(xian)(xian)場,累(lei)計走訪重(zhong)點用戶(hu)(hu)65家、通(tong)過“管(guan)理(li)(li)層座談+生(sheng)產現(xian)(xian)場調研”,精(jing)準(zhun)掌(zhang)握(wo)用戶(hu)(hu)需(xu)求(qiu)(qiu),收集一線(xian)技(ji)術(shu)人(ren)員(yuan)操(cao)作建(jian)議,累(lei)計獲取質(zhi)(zhi)(zhi)量(liang)問題反饋、技(ji)術(shu)改(gai)(gai)(gai)進(jin)建(jian)議、未來(lai)發(fa)(fa)展(zhan)需(xu)求(qiu)(qiu)等(deng)有效(xiao)信息1183項(xiang),為精(jing)準(zhun)施(shi)策(ce)(ce)提供數據支撐(cheng)。分(fen)類施(shi)策(ce)(ce)制定攻堅清(qing)單(dan)(dan)。根據排查(cha)結果,實施(shi)“三(san)維對(dui)(dui)標(biao)”(橫向對(dui)(dui)照(zhao)用戶(hu)(hu)需(xu)求(qiu)(qiu)缺(que)口,縱向對(dui)(dui)比行(xing)業(ye)標(biao)桿水(shui)(shui)平,內(nei)部(bu)(bu)對(dui)(dui)照(zhao)高質(zhi)(zhi)(zhi)量(liang)發(fa)(fa)展(zhan)目(mu)標(biao)),制定“二(er)級書(shu)(shu)記清(qing)單(dan)(dan)、用戶(hu)(hu)清(qing)單(dan)(dan)、黨建(jian)載體清(qing)單(dan)(dan)、三(san)級書(shu)(shu)記清(qing)單(dan)(dan)、職(zhi)工(gong)清(qing)單(dan)(dan)”五類清(qing)單(dan)(dan)。其中,二(er)、三(san)級“書(shu)(shu)記清(qing)單(dan)(dan)”由各級黨組(zu)織(zhi)(zhi)書(shu)(shu)記牽頭攻關重(zhong)大技(ji)術(shu)難題;“用戶(hu)(hu)清(qing)單(dan)(dan)”按緊急程(cheng)度(du)響(xiang)應用戶(hu)(hu)訴求(qiu)(qiu);“黨建(jian)載體清(qing)單(dan)(dan)”將質(zhi)(zhi)(zhi)量(liang)攻堅納入(ru)“黨員(yuan)責任區(qu)”考核指標(biao);“職(zhi)工(gong)清(qing)單(dan)(dan)”發(fa)(fa)動(dong)一線(xian)員(yuan)工(gong)參與(yu)質(zhi)(zhi)(zhi)量(liang)改(gai)(gai)(gai)進(jin)。閉環整(zheng)改(gai)(gai)(gai)推動(dong)質(zhi)(zhi)(zhi)量(liang)升級。建(jian)立“問題整(zheng)改(gai)(gai)(gai)—成效(xiao)評估—動(dong)態優化”閉環機(ji)制,專(zhuan)(zhuan)(zhuan)項(xiang)辦公室逐項(xiang)督(du)導(dao)(dao)銷號。引入(ru)第三(san)方機(ji)構開展(zhan)年度(du)客戶(hu)(hu)滿意度(du)評價,將用戶(hu)(hu)反饋作為整(zheng)改(gai)(gai)(gai)成效(xiao)的核心標(biao)準(zhun),推動(dong)內(nei)部(bu)(bu)質(zhi)(zhi)(zhi)量(liang)管(guan)理(li)(li)水(shui)(shui)平持續(xu)升級。三(san)年來(lai)通(tong)過持續(xu)滾(gun)動(dong)整(zheng)改(gai)(gai)(gai),用戶(hu)(hu)滿意度(du)提升0.12個百分(fen)點,市(shi)場競爭力顯著增(zeng)強。

四、完善長效機制建設,筑牢質量品牌發展根基
